Request Email From Stalker Murderer

On November 6, 2012, Ms. Miyoshi Ryohei (33) was stabbed to death by the ex-boyfriend, Hideyuki Kozutsumi (40) = Setagaya-ku, Tokyo, at home in Zushi City, Kanagawa Prefecture.

On November 4, Mr. Kozutsumi requested us to locate victims’ home address.

Even though we declined his request, another PI agency took on his case, of which result eventually assisted him to murder the victim.

Investigation request from Zushi stalker murderer

I wanted to contact you to get a quote for locating people.

The person I want you to investigate is my savior.

She is a person who taught me various things about depression. I was ignorant about depression when I was hospitalized with severe depression and she was consulting with me kindly.

Fortunately, now I have been able to live a normal life with remission of depression.

Because the person I wanted to find was discharged earlier, I thought that I would like to write a letter to thank her. That’s why I contacted your company.

I believe that I can live without committing suicide thanks to that benefactor.

Since I would like to thank her directly, I would like to request an address search. So please give me a quote.

What I know about the beneficiary is her name, birth date, former work place, current approximate address (Zushi City, Kanagawa Prefecture), and so on.

I’m sorry to trouble you but thank you in advance.

Declined The Request Because Something Was Wrong

We were reluctant to take on the case from this person because the reason for investigation was a little weird. As a result, we could avoid the request of the later-turned-stalker-murderer. It had not been possible to predict it until the incident happened.

The reasons we declined his request are:

  • The header characters before @ of the email includes “bitch_shibarie”
  • A lot of spooky questions was posted under the ID of “bitch_shibarie” on Yahoo Chiebukuro (the equivalent of reddit or Quora)
  • Mental hospital story sounds a little weird

His name and address were real as for this case.

(Criminal’s e-mail dated November 4, 2012 03: 14 PM 2012)

I had a confirmation of request yesterday, but it was not friendly at all. Somehow there are many misunderstandings each other and both of us are in the bad mood.

I am sorry indeed but I will cancel your request this time.

Since it is canceled 24 hours or more before the investigation starts I understand cancellation fee should not occur.

I am sorry for the inconvenience this time.

But I pray for the further development of your agency.

Best wishes.

Although we prevented aid to the stalker homicide half beforehand, another company accepted the investigation request and reported the result and the incident occurred.

Since the date of birth of the criminal was November 06, 1973, he meticulously planned a forced double suicide on the day of his 40’s birthday.

The PI agency that reported the victim’s address was not filed any criminal charges, but they disappeared after the police probe. THe subcontractor who actually located the victim’s address through a pretexting call to the local city hall was arrested on November 6, 2013, for violation of the Unfair Competition Prevention Act. He received a sentence of two years and six months imprisonment with five years suspension in January 2015.

Due Diligence on the Suspicious Client

We will need to conduct a thorough due diligence on the client before taking on the case if we feel something is wrong:

  • Media check such as e-mail address
  • Receive presentation of identification card
  • Confirm whether it is a request by a pseudonym/false address
  • Instead of directly notifying the client of the result, the detective agent issues a letter etc. to the subject as an agent
