No. We don’t have an ORI (Originating Agency Identifier) number.
As we are supposed to provide fingerprinting service in Japan, an ORI number could not be assigned to a foreign agency.
Below is the reply from NCIC (FBI) when asking a question about this.

ORI assignments for licensing and employment purposes are generally processed by a State Identification Bureaus (SIBs) based upon state statutes authorizing a fingerprint background check.

We provide a fingerprinting skill and sign on any official documents as a witness. But we are not directly certified by any of the overseas public offices. Plese make sure if the organization asking your fingerprint is OK with our signature as a private agency.
As we are based in Japan, there is no way we are officially certified by the overseas governments. Usually, licenses and permits fix their jurisdiction. For example, US license will not be valid outside the US soil. Japanese license does not make any sense in the US.
I am sorry. But we currently provide this service only in Tokyo office.
There is no regular staff who can handle the fingerprint recording in Osaka office.
However, there is some time when the person in charge of fingerprinting service happens to be in Osaka office. Please contact us for our availability.
Please make a reservation. We are basically fielding investigators. We are not always at our office.
Also, please be advised that we may have to put off the appointment just in case we get an urgent field operation.
I wanted to thank you again for your excellent service in preparing my fingerprints for an FBI background check. I submitted the two fingerprint cards, hard copies, to VetConnex, one of the FBI authorized partners on the official list. (www.vetconnex.com)
Everything worked smoothly and I received my FBI background check. I did have to submit a US mailing address as they will only post to a US address. (I used my mother’s house and had her mail the package to me in Japan.)
Maybe this information could be useful for someone trying to do this with your office in the future.
Thank you again for your help,
